Update setSMSDetails method in E12SMSComp class. Added logic to execute SQL function to fetch smsBody attribute dynamically.

Enhance E12SMSComp.sendSMS() to include a condition for fetching phone numbers using a SQL function. Add a private executeSQLFunction() method to handle SQL function execution.

Added baseloggers in JMSFollowupActions.executeFollowupactions() and JMSFollowupActions.sendSMS() Java class.
